About the Position: Incumbent will be responsible for managing the Rock Island District's Small Boat Harbor Program. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Duties

Serves as Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) Controls and manages project milestones and budgets from planning through construction and initial operations. Represents the District Commander, serving as the districts primary point of contact for projects assigned with Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent will be required to travel 25% or less.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsPlanning and EvaluatingProject ManagementStakeholder Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
