This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is for the St. Paul District.
Duties
In this position, the incumbent will serve as Chief of the Rock Island Plan Formulation Section of the Regional Planning and Environment Division North (RPEDN).
The incumbent is responsible for the technical sufficiency of planning documents prepared by government personnel and contract architect-engineering firms for the Civil Works mission of the District.
Supervise a subordinate staff of engineers, community planners, and other technical professionals.
Provide overall direction for Planning studies for civil Works planning activities of the District.
In this position, the incumbent will lead teams and stakeholders through feasibility studies applying the Corps of Engineers standard six-step Planning process.
The incumbent will serve as a plan formulator by organizing the project delivery team and guiding the team through the Corps’ extensive policy requirements.
Provide advice to RPEDN, Division Chief and other staff in area of plan formulation policy and processes on the most complicated, local, regional, and nationally significant civil works.
Serve as a senior technical reviewer in plan formulation for local, regional, and nationally significant projects.
Mentor and/or instruct other specialists and planners in RPEDN on subject matters relating to plan formulation policy and processes.
Serve as a plan formulation expert for civil works projects as directed by the Branch Chief.
Report to the Branch Chief periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-13
Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Apply plan formulation policies and/or procedures in feasibility studies for a civil works project development program; 2) review technical documents and feasibility studies for compliance with policy and technical standards; 3) communicate with internal and/or external stakeholders on matters pertaining to project development and the environment; and 4) serve as a plan formulation expert for a civil works program by providing technical and policy guidance to staff and/or leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
