Duties
Serves as Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs.
Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.)
Controls and manages project milestones and budgets from planning through construction and initial operations.
Represents the District Commander, serving as the districts primary point of contact for projects assigned with Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.
Requirements

- Incumbent will be required to travel 25% or less.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) Performing project and program management business processes to manage project milestones, scheduling, scoping, and budgeting related to civil works infrastructure such as lock and dam facilities and/or navigation channels and harbors; 2) communicate with local sponsors, other state or local agencies and/or general public on project related issues; and (3) Resolve project issues, which may include but not limited to scope, schedule, budget and quality issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
