About the Position: This position supervises a team of professionals and supporting technicians in ensuring that the RPEDN Civil Works functions comply with Environmental Laws, Executive Orders, regulations, and agency policies. There are two vacancies being filled at the following locations: Saint Louis -Salary Range: $105,896-$137,669 Rock Island -Salary Range: $105,038-136,553

Duties

Serves as a senior Environmental Technical Specialist and provides expert advice, opinions, and recommendations on biological and historical property aspects of environmental planning. Ensures that the environmental analysis and planning work of the team is carried out in an efficient and effective manner by performing a range of supervisory coordinating and supportive duties and responsibilities. Promotes and incorporates Environmental Operating Principles into team assignments. Develops environmental design features for incorporation into project design of proposed Civil Works projects. Works under the general supervision and guidance of the Chief, Environmental Compliance Branch of the Regional Planning and Environment Division North (RPEDN).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Serve as a technical authority in the environmental compliance area, utilizing a broad base of scientific and technical information, environmental laws, regulations, and/or principles of environmental compliance for projects, such as flood damage reduction, ecosystem restoration, environmental mitigation; and 2) Provide technical leadership and mentoring for civil works environmental compliance and environmental planning programs.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). "Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted." You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
