You will serve as a Lead Financial Management Analyst in the Business and Financial Operations Department, Comptroller Group of NAVAIRWARCENAC DIV.
Duties
You will perform or advise on work in any of the phases or systems of budget administration including formulation of budget and estimates to support plans, programs, and activities, presenting and defending budget estimates before authorities.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations, implementing legal and regulatory controls over approved budgets.
You will communicate the organization’s strategic plan, mission, vision and values and incorporate these into the team’s goals, objectives, work products and services communicate assignments/projects, milestones, deadlines and timeframes.
You will distribute and balance workload among employees considering skill level or specialization, timeframes for completion, and priorities train or arrange for training of employees.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience: 1) Applying expert knowledge in Enterprise Resource Planning Tools to input and extract financial data for budget planning, formulation and execution; 2) Developing spend plans and budgetary requirements; 3) Executing funds following all fiscal laws and regulations; 4) Applying financial laws and regulations to provide advice on sources and uses of funds; 5) Analyzing and interpreting financial data or related information to develop recommendations to correct gaps and conflicts in the data; 5) Independently preparing reports to ensure projects are expending funding properly; and 6) Reviewing reports, documentation, records, data and other materials to monitor and control obligations and expenditures.
