You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST for Marine Corps Training Range Communications of NAVAL SURFACE WARFARE CTR CORONA DIV.
Duties
You will performs duties encompassing aspects of project coordination and facilitation in the field of telecommunication system design.
You will review and validate analytical data provided by project team members for the project manager.
You will provide project management analysis on projected needs in terms of policies and objectives for acquiring, expanding, improving, or integrating telecommunications systems.
You will provide project management analysis on the degree to which requirements can be met within existing or planned systems and the urgency and essentially of requirements for nonstandard equipment, services, methods, or techniques.
You will provide project coordination support to the project manager to ensure actions required for carrying out the telecommunication projects are on schedule.
You will review and analyze plans, specifications, justification of requirements, realistic cost estimates and implementation dates.
You will review and analyze consideration of supporting requirements such as scheduling deliveries, availability of installation and test personnel, site preparation, and similar concerns.
You will assist in determining the actions required of various units in one or more agencies that must contribute to the project (e.g., systems design, construction, engineering, contracting, logistics, staffing, and procedures development).
You will assist in establishing coordinated schedules and milestones.
You will resolve problems or delays, adjust schedules, or divert personnel or equipment from lower priority work to meet critical milestones, and determine the necessity and feasibility of providing temporary services from other facilities.
You will develop technical documentation and plans for system acquisition, integration, installation, test and evaluation.
You will be responsible for the project management of the entire developmental/delivery life cycle and associated systems.
You will interpret and integrate input from stakeholders to create technical documentation for projects and management.
You will track procurement actions and material movement activities.
You will work with the financial analyst to monitor budget and funding expenditures and maintains project spending plans.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NT-03:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-05 through GS-08 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating and facilitating projects to review data, provide analysis, coordinate schedules, resolve issues, and manage documentation and budgets in order to improve program operations.
TO QUALIFY FOR NT-02:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-01 pay band or grade level (GS-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supporting the coordination of projects to review data, help with analysis, coordinate schedules, resolve issues, and oversee documentation and budgets in order to improve program operations.

Education
TO QUALIFY FOR NT-03: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-02: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
