About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the 780th Military Intelligence Brigade providing a structured framework to plan, find, capture, organize, integrate, transfer, manage, assess, and exploit individual and organizational intellectual capital.

Duties

Implement and manage knowledge management initiatives throughout the brigade, including knowledge creation, capture, sharing (collaboration), use, and transfer. Coordinate and integrate directives, issues, and requirements for knowledge management for the brigade. Develop and implement policy and program guidance which supports the integration and synchronization of knowledge management across the brigade functions. Design, setup, and maintain a Knowledge Management Network for knowledge dissemination to an audience in excess of 500 users. Manage the Knowledge Management working group, virtual work environment, and facilitate the sharing of best business practices across the brigade enterprise. Serve as the Knowledge Management Team operations manager to establish methodology for sharing knowledge across the brigade. Using Information Technology (IT) processes sufficient to leverage Automated Information Systems (AIS) leading to the development of guidelines and detailed plans and policies for the effective and efficient utilization of technology resources. Utilizing state-of-the-art technology particularly advances in Knowledge Management and related systems for storage, control, and distribution. Applying current visual communication and telecommunications technologies in the dissemination of knowledge products to improve program efficiency and effectiveness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Position is considered Non-Combat Essential (NCE) and could be assigned to any location worldwide.
  • Certain levels of medical, security, performance, conduct, and overall fitness must be maintained to ensure suitability for assignment to an austere and stressful combat environment.

Specialized experience is defined as experience developing and implementing Knowledge Management (KM) plans, programs, and procedures; coordinating and applying KM techniques and processes to increase unit productivity, quality of work, and collaboration through information content management, capture, sharing, and accessibility; and assessing organizational compliance and mission effectiveness of KM programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
