This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path Acq Demo of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities
Duties
Provide financial advisory services for a segment of the agency budget.
Responsible for executing a major segment of the command budget or a total budget.
Responsible for formulating and justifying a major segment of the command budget.
Analyze, develop, and complete detailed financial statistical requirements to support program operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level lll Advanced Practitioner in the Acquisition Career Field Fianacial Management within 48 months of entrance on duty.
- Must be able to obtain and maintain Secret Security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R
- This is a Financial Management Level II Certified position. Selectee must obtain certification within 24 months of appointment.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Experience providing budget execution to ensure fiscal compliance. Experience forecasting funding needs for the year. Experience working with automated systems to analyze and/or interpret various financial processes.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
