Duties
Manages and leads IT projects of varying scope and size ranging from local field site specific projects to larger, complex, enterprise-wide projects.
Serves as the Incident Management Process Owner (IMPO) and Enterprise Service Delivery (ESD) Directorate ITSM+ ServiceNow Technical Representative.
Receives and reviews initial project specifications, deliverables, and requirements from the J64 Enterprise Service Delivery team and J6 Stakeholders.
Presents project kick-off meetings with senior leaders to legitimize and advertise project requirements.
Negotiates with senior leaders and supervisors to obtain the minimum resources to accomplish assigned projects to include: labor hours, hardware (e.g., network, server, data storage, printer, computer workstations, etc.), and software applications.
Negotiates with senior leaders and supervisors to obtain the minimum resources to accomplish assigned projects to include: warranties/licensing, Enterprise Telecommunications Network set-up, Information Assurance (IA) activities, and travel costs.
Leads, manages, and continuously evaluates the development and execution of IT-focused Plans of Action and Milestones (POAMs) for each project ensuring compliance with laws, regulations, and policies.

Qualifications
To qualify for an IT Project Manager (PLCYPLN), your resume and supporting documentation must support:
A Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applying IT program and project management policies, principles, methods, and practices to define IT project resources, milestones, and deliverables; develop IT project plans and schedules; lead and influence multi-disciplined IT project teams; and negotiate with managers for project resources.
Monitoring project activities to include addressing and solving project problems; communicating project status to stakeholders; and managing the constraints of delivering a complete project within scope, schedule and cost.
Creating, reviewing, assessing, and recommending customer support process improvements across an agency enterprise.
