Duties

Conduct program reviews to determine strategic vision/way forward for assigned resources, to include reshaping program content, workflows and training to support enterprise and directorate-level strategic planning efforts. Participate in the design and implement approved technologies in support of the evolving DAU Learning Ecosystem. Establish an Agile framework for ensuring that customer needs and objectives are clearly understood by IT, customers receive regular feedback on services provided to them, and that IT has an effective means for assessing customer satisfaction. Manage and implement improvements to existing DAU technology solutions, incorporating modern UX with easy-to-use capabilities. Work closely with customer account managers and team leads to ensure program meets customer objectives. Help ensure work effort achieve outcomes specified within the DAU mission and performance plan. Lead/Assist with the development of data strategies and associated policies to meet best practices in data security, information assurance, and data retention. Perform analysis of IT programs cost and assist in formulating IT budget submissions. Actively partner with other Government organizations (OSD, Services, GSA, DoD EDU Consortium, etc...) and DAU internal customers to enhance future product strategy. Identify gaps in existing methodology for issue reporting and resolution in assigned programs; establish processes to gather, report and conduct follow-on efforts to address bugs, fixes and/or future functional and technical requirements*Assist users in identifying, defining, describing and documenting the features, functions, and attributes of the fundamental business processes that constitute the business operation. Develop requirements, create performance work statements and evaluate proposals, review deliverables and monitor contractor performance. Conduct data reviews and analysis of processes, operating procedures and systems to recommend more efficient processes and follow through with implementing the decisions. Ensure the overall integrity of the data in systems, their security, connectivity and deployment and ensuring they are aligned with the technical needs and considerations of the organization. Activate and roll out to all operational sites, new systems and modification to existing systems, monitoring and managing systems performance, ensuring continuity of operations and periodic reviews Perform other duties as assigned.

  • Work may require travel away from the normal duty station on commercial aircraft.

Qualifications

GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Information Technology (IT) Management series (Alt A) positions. SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-03, equivalent to the next lower grade, GS-13 or equivalent, in other personnel pay systems including specialized experience as follows: Experience managing one or more major multi-year IT initiatives. Experience leading, coordinating, managing IT projects with defined objectives related to an organization's mission. Demonstrated experience with application development practices and the software development life cycle (SDLC). Working knowledge of Risk Management Framework (RMF). Experience with hardening systems in accordance with agency's guidelines. Experience developing and maintaining Data Use Agreements and Interface Control Documentation. Demonstrated ability to apply knowledge of current automation technology and practices. Demonstrated experience and expert level of knowledge understanding issues in a complex systems such as performance, data integrity security and capacity. Highly Desired: PMI Project Management Professional (PMP) certification or obtain within 6 months of employment is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
