You will serve as the Chief Information Officer at Naval Information Warfare Systems Command (NAVWAR) in San Diego, CA. The Command consists of NAVWAR Headquarters; three Echelon 3 field activities which include the Naval Information Warfare Center Pacific; the Naval Information Warfare Center Atlantic; and the NAVWAR Space Field Activity; three affiliated Program Executive Offices (PEOs), and two Directorates which are Direct Report Program Manager Overmatch and Fleet Readiness Directorate.

Duties

You will enable Data-Informed Decision-Making through Data Maneuverability and Digital Innovation in technical and business processes with Department of the Navy (DON) level scalability. You will oversee NAVWAR Claimancy-wide compliance with Federal, Department of Defense and DON information technology and cybersecurity program policies, directives and procedures as applied to all NAVWAR and affiliated PEOs. You will ensure effective execution of Command Information Security Officer, Information System Security Manager and Information System Security Officer responsibilities across all NAVWAR Information Systems. You will implement policies and procedures for the acquisition, delivery and management of information technology (IT) equipment, capabilities and services in support of the NAVWAR workforces. You will exercise responsibility for coordinating consolidation efforts, setting the strategic directions for IT capabilities and services, identifying and exploiting cross-Systems Command business capability and service support efficiencies. You will be responsible for the IT oversight of the $3.5B Command IT budget for the NAVWAR Budget Submitting Office (BSO) assigned IT investments. You will provide advice and consultation is to the Chief of Naval Operations, Secretary of the Navy, DoD, the network of laboratories, field activities, industrial and private organizations, and all levels of Fleet organizations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of the concepts, principles, and methods of Information Technology acquisition and management including systems design, integration, operations, maintenance, and modernization. 2. Experience in managing the development and implementation of complex Information Technology/Information Assurance/Cyber security policies, plans, initiatives, programs, and technology throughout a large-scale organization, ensuring compliance at all levels. 3. Knowledge of shipboard and shore Information Technology systems and related equipment characteristics in order to provide for effective Information Technology/Information Resource Management insights as well as operations research support. 4. Experience leading a large, diverse Information Technology workforce through significant change. This includes utilizing multiple sources (civilian, military, and contractor personnel), aligning organizational goals with performance objectives and development initiatives, business process reengineering, and building strong teams and succession plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
