The primary purpose of this position is to To provide analytical and technical support to the Range and Airspace Office's execution of the Eglin Range Planning and Development Program throughout the 96th Test Wing, Air Force Test Center, and the Eglin Range user community.
Duties
Continues enhancements to and institutionalization of the Eglin Range Planning & Development Process in direct support of AFTC.
Enhances execution of the Environmental Impact Analysis Process (EIAP) in support of open air test and training missions for the 96 TW and the Eglin Range user community.
Assists the Contracting Officer's Technical Representative (COTR) in program execution and performing routine direction and oversight of contractors.
Establishes and maintains contacts with multi-service range professionals across CONUS for the purpose of sharing lessons learned, data and analysis, and significant instances of military readiness activity support to the benefit of the 96 TW and Eglin Range user community.
Supports Chief, XPO in managing the Range Planning Office of the Test Wing. Assists with instituting a File Plan, complying with Electronic Records Management requirements.

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: You must have at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Examples of specialized experience includes knowledge of all phases of ground test and training missions. Familiarity with the safe and efficient operation of a multi-dimensional Major Range and Test Facility Base (MRTFB), including range access, mission scheduling, and range utilization documentation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all phases of ground test and training missions executed on the Eglin Range complex and familiarity with the safe and efficient operation of a multi-dimensional Major Range and Test Facility Base (MRTFB), including range access, mission scheduling, and range utilization documentation.
2. Thorough knowledge of all pertinent AF, Service, and DoD directives associated with the development, operation, maintenance, and sustainment of a multi-dimensional AF MRTFB.
3. Knowledge of test plans, programs, and Mission Essential Task Lists of Range user groups, particularly airborne test and training operations and able to translate into range requirements.
4. Knowledge of Center Scheduling Enterprise (CSE), including resource scheduling, charging, mission priorities, and other policies.
5. Knowledge of contracting and statement of work (SOW) processes used to manage AF contracts (currently National Guard Bureau (NGB). Ability to provide fiscal oversight of contracting efforts with value in excess of $500K per annum (P .A).
6. Skill and ability to operate in the Eglin Geospatial Information System (GIS) environment at the user level of competence, but with ability to direct modification of existing and development of new TW GIS toolkit items.
7. Skill in supporting programming, resource, and long-range planning for XPO.
8. Skill in analyzing and evaluating guidance, plans, programs, and objectives, as well as recommending courses of action.
9. Ability to gain willing cooperation from others through tact, courtesy, and diplomacy.
10. Ability to operate modern computer hardware and software sufficient for required research and routine office activities (i.e. Word, PowerPoint, Excel, Internet).
11. Ability to effectively communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
