The primary purpose of this position is: To exercise supervisory and managerial authorities for the 53d Wing (53 WG) to lead and direct the progress of the organization toward meeting goals, and make adjustments in strategic objectives, work plans, schedules, and commitment of resources.

Duties

Plans, organizes, and directs through subordinate second-level supervisors the end-to-end processes and programs of the 53d Wing Staff, Commander's Special Staff, and provides oversight for the wing processes governing O-6 led subordinate units. Exercises managerial and secondary supervisory personnel management responsibilities. Independently formulates strategic plans and policies and supports broad oversight for the 53d Wing to implement policies for the management of Wing activities. Represents 53d WG at Air Force and DoD organizations and activities.

  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Clearance

  • This position is subject to provisions of the DoD Priority Placement Program
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • May occasionally be required to work other than normal duty hours. Shift work may be required which may include overtime and/or irregular hours
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • Disclosure of Political Appointments
  • This position requires substantial and demonstrated experience in the management of a large, complex, technically and industrially oriented activity
  • Lead and direct process improvement efforts across the Wing as necessary
  • Bachelor's Degree in an appropriate professional or administrative discipline, and an advanced degree in a related business or management field is highly desirable
  • Relocation Incentive may be authorized for this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: directing executive level advice and technical expertise on a broad spectrum of operations ranging in matters pertaining to education and training, strategic planning, programming day-to-day operations, resource management, civilian personnel and regulatory compliance to include the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of asset management principles, practices, techniques, and procedures to effectively supervise planning & integration of USAF operational and warfighting capabilities including project development, execution, training, and advisory services. Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures. Knowledge of safety and security regulations, practices, and procedures. Expert ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Expert ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate clearly, concisely, and with accuracy, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
