Duties

PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 68th Electronic Warfare Squadron. This position will also advise and oversee test planning and execution, local and foreign partner communication and coordination, budgeting, and EW laboratory facility operations. DUTIES: Plans, organizes, and directs the activities of 68 EWS, ensuring that the squadron complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 68 EWS with a variety of installation and functional area organizations. Directs the 68 EWS planning, programming and budgeting system (PPBS) processes, in appropriate formats, to meet foreign partner, System Program Office, Air Force, Major Command and 350 Spectrum Warfare Wing requirements. Analyzes/evaluates and develops new methods for testing and evaluating 68 EWS MD capabilities; develops recommendations to resolve substantive problems of effectiveness and efficiency in the planning, programming, and execution of EW laboratory test capability.

  • This is a Centrally Managed position in the Operations Career Field.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Incumbent must be able to obtain and maintain a security clearance.
  • Knowledge of military rated aviator functions as it applies to applicable test programs and weapon systems.
  • A working knowledge of foreign military sales policy, USAF international affairs policy, and the impact on EW test capability. Experience and training in operational test and evaluation are required.
  • Employee may be required to work outside normal duty hours, to include weekends, holidays, and shift work.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of spectrum warfare, and System Program Office policies, procedures and methods, and the sequence and timing of key acquisition of FMS partner nations EW capability; knowledge of foreign military sales and foreign partner plans and programs; knowledge of safety and security regulations, practices, and procedures; and knowledge of military rated aviator functions as it applies to applicable test programs and weapon systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of spectrum warfare, and System Program Office policies, procedures and methods, and the sequence and timing of key acquisition of FMS partner nations EW capability. Knowledge of foreign military sales and foreign partner plans and programs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
