This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Denver, CO or Washington, DC. The purpose of this position is to provide the full range of recruitment and placement and Delegated Examining services, advice, and guidance on all aspects of human resources services for agency headquarters and field employees.
Duties
Provides advice, guidance, technical assistance and operations level support to the Workforce Acquisition Division clients relating to staffing, recruitment and placement issues.
Exercises final approval authority on human resources staffing actions initiated by managers/supervisors.
Provides comprehensive human resources management advisory and technical services on substantial organizational functions and work practices.
Coordinates with colleagues and other human resources professionals on the implementation and interpretation of the Office of Personnel Management (OPM) and OHRS regulations, rules, standards, policies and procedures for impact/effect on recruitment and placement operations and programs.

Qualifications
For the GS-12: One year of specialized experience equivalent to the GS-11 in the Federal service interpreting, analyzing, evaluating, and applying federal human resources management principles, concepts, regulations and policies in order to advise managers on a variety of legal, regulatory and procedural issues related to recruitment and staffing. Experience also demonstrates skill in applying and wide range of staffing concepts, practices, policies, precedents, and procedures to include DEU policies, and the use of an automated Staffing tool. These qualifications must be clearly referenced in your resume.
For the GS-13: One year of specialized experience equivalent to the GS-12 in the Federal service applying advanced Federal human resources management principles, concepts, regulations, and policies in order to provide expert advisory service and/or authoritative policy interpretations on complex, controversial, or precedent human resources management issues. Experience also demonstrates skill in applying a wide range of staffing concepts, practices, policies, precedents, and procedures to include DEU policies and the use of an automated Staffing System. It includes, but is not limited to preparing vacancy announcements, crediting plans, job analysis, screening for eligibility, and determining pay. These qualifications must be clearly referenced in your resume.

Knowledge, Skills and Abilities (KSA's) that could be expected to enhance performance in a position but are not essential for satisfactory performance. Applicants who possess the QRF may be ranked above those who do not. Applicants will not be rated ineligible solely for failure to possess such KSA.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
