Duties
Responsible for planning, organizing and directing the activities of subordinate Lead (IT) specialists, project/program managers, and non-supervisory IT specialists in the design...
(cont.) development and implementation of assigned Portfolio Management Enterprise Business System EBS changes.
Provides policy, direction, technical guidance, and administrative coordination to a group of technically qualified personnel involved in the assigned program.
Provides resource requirements and future focus for the Program Manager by implementing objectives, policies and procedures relating to assigned programs and projects.
Establishes immediate and long-range goals, objectives, plans and schedules to meet changes in legislation, program authority and funding.
Oversees the preparation of costs analysis to determine affordability of implementation components of the logistics systems program in relation to long-term benefits.
Provides disciplined project management, systems development management and systems maintenance support for initiatives and automated information systems.

Qualifications
To qualify for an IT Program Manager (SYSANALYSIS) your resume and supporting documentation must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Plans, organizes, and directs subordinates in the design, development and implementation of assigned Information Technology (IT) projects and programs.
Oversees program and project management on IT projects to include systems development, maintenance, and automated information systems of acquisition systems programs and sustainment systems.
Establishes immediate and long-range goals, objectives, plans and schedules to meet changes in legislation, program authority, and funding to include the preparation of cost analysis, budget management, and resource management.
Directs business areas utilizing program managers core programs and projects, customers, and the program manager's workload in order to implement project planning, project tracking, project oversights, requirements management and subcontract management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
