Duties

Wing Plans Program. Develops, coordinates, obtains approval and promulgates operational/exercise plans and procedures for implementation of installation policies and instructions relating to wing readiness programs as they apply to Mission Design Series (MDS) F16 Specific Aircraft. War Reserve material Officer for the 20th FW. Manages the Wing War Reserve Material (WRM) program. Resolves WRM issues and planning problems, serves as program element manager (resource advisor). Manages the installation Operations Security/Signature Management (OPSEC/SM) Program. Initiates and prepares Inter/Intra-Service Support Agreements for the 20th Fighter Wing. Initiates, negotiates, directs, prepares, and coordinates all actions pertaining to Inter/Intra-Service Support Agreements. Maintains the Shaw Air Force Base Plans Program Guide. Responsible to maintain the Shaw Air Force Base Plans Program Guide to ensure standardization in plans writing instructions.

  • Travel may be required by military or civilian aircraft or other modes of travel.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Mission Design Series (MDS) F16 specific aircraft contingency, emergency, war planning, and mobility response principles, practices, procedures, and regulations applicable to the full range of the installation's plans and inspections responsibilities on a military installation and the relationship of these responsibilities to local civil emergency management programs. Knowledge of Federal/ Department of Defense (DoD) Response Plans, organizations, lines of authority, and installation response roles and responsibilities. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the management and use of the various plans programs and base support agreement program. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the installation organizations. Knowledge of plans requirements and related support resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistical readiness organizational structure, knowledge of Department of Defense (DOD), Joint, and Air Force (AF) Logistics Readiness, Plans, and Integration planning and principles, concepts, and directives as they pertain to war reserve material, deployment operations, base reception, DRRS and support agreements. Knowledge of Federal/DoD response goals and objectives, the sequence and timing of key operational events and milestones, lines of authority, and installation response roles and responsibilities. Knowledge of DoD and Air Force regulations and instructions, which apply to developing operational plans and programs and evaluating/inspecting activities as they apply to specific type aircraft requirement. Knowledge of a wide-range of analytical and evaluative methods and procedures and skill in evaluating critical program operations to develop comprehensive plans and to analyze work processes and continually correct and improve them to meet MDS F16 specific aircraft mission requirements. Knowledge of current AF computer software (Word, PowerPoint, Excel, and Outlook). Ability to update logistics and readiness databases, ability to effectively communicate orally and in writing; must be able to develop presentations and brief large/small audiences, negotiate complex issues, and maintain good working relations with personnel at all levels. Ability to integrate contingency and emergency response requirements into current and future plans. Skill in planning, organizing, directing, managing, coordinating, operating, and evaluating military operational response programs/activities and interpreting associated requirements and data as they apply to MDS F16CJ specific aircraft. Skill in MDS F16 specific aircraft emergency/wartime planning, developing inspection programs, and evaluating installation activities to enhance operations integration is required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
