The primary purpose of this position is: To exercise authorities on behalf of HQ 9 AF Air Forces Central (AFCENT) as the Air Transportation program manager. Duties
Serves as the Headquarters (HQ) 9 AF (AFCENT) Air Transportation Program Manager and plans, organizes, and oversees the transportation activities for AFCENT.
Serves as the HQ 9 AF (AFCENT) Air Transportation Functional Area Manager.
Develops goals and objectives that integrate organizational objectives at an operational and strategic level by engaging with United States Central Command, United States Transportation Command, or other relevant combatant commands and partnering agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of DoD Transportation Regulations; Department of Transportation laws; 24-series Air Force Instructions; United States Central Command (CENTCOM) Letters of Instructions, Joint Publication Manuals; International Civil Aviation Organization and International Air Transportation Association regulations. Knowledge is used to perform key decision making and policy making responsibilities with regard to intermodal-transportation and logistics operations. Knowledge of organizational and communication skills to develop working relationships and manage program segments with diverse military, civilian, professional, and technical populations. Verbal and writing proficiency to prepare presentations, briefings, formal training materials, policy, guidance, investigative reports, inspections, and surveys at a three-star command level. Knowledge is required as position is granted direct liaison authority with external government and non-government agencies. Vast knowledge and understanding of logistics and transportation operations across the Department of Defense to include Air Force, Army, Navy, and joint organizations at the combatant command level. Knowledge in this area is essential to organizing, managing, and directing 9 AF (AFCENT) requirements across the joint force. Ability to prevent, mitigate, or resolve challenges is paramount to understanding how to communicate and work with the joint force and the whole U.S. government. Extensive knowledge of the Air Transportation career field and how to source personnel and equipment for the deployment of forces and associated support packages to a designated theater of operations. Knowledge is applied when representing the equities of Air Transportation personnel within AFCENT command to all other key stakeholders across Headquarters Air Force and Department of the Defense.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in senior level Aerial Port management with an emphasis on United States Central Command (USCENTCOM) or USAFCENT area of operations.
2. Knowledge in aircraft scheduling, processing special airlift assignment missions, diplomatic clearances, and port capability forecasting.
3. Skill in the use of transportation systems to include Global Air Transportation Execution System (GATES), Single Mobility System (SMS), Convergence (IGC), or Global Asset Reporting Tool (GART).
4. Ability to interpret, create, and brief traffic handling reports and transportation metrics.
5. Ability to provide in-person briefings to large groups of people and prepare memorandums or other written reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
