Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico Region, Budget, Policy, and Regional Support Office, in Jefferson, LA
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Lead efforts in human capital planning, including the development and execution of employee engagement strategies, recruitment programs, and the management of strategic workforce plans. This role is crucial in ensuring the organization has the talent necessary to meet its goals and objectives.
2. Provide key staff support, counsel, and advice to the Chief of BPRS by recommending technical methodologies for achieving optimum administrative program goals, objectives, and policies for the BOEM~GOM Region. This includes managing complex travel logistics and resolving any issues that arise.
3. Develop and implement administrative policies and procedures to ensure bureau compliance and operational excellence. This includes leading or participating in teams to create and enforce BOEM and GOM administrative policies and procedures.
4. Conduct comprehensive management studies and analyses to assist senior management in strategic planning. This involves developing procedures and systems for assessing the effectiveness of programs and management information processes related to newly developed systems.
5. Act as a key liaison between BOEM and external stakeholders, including federal, state, and local governmental agencies. This duty requires effective communication and collaboration skills to manage relationships, advocate for new processes and technologies, and ensure alignment with organizational goals.
6. Collect, analyze, and summarize complex and diverse data to support decision-making processes and prepare detailed reports and presentations. This involves ensuring the accuracy and adequacy of BOEM hiring and FEVS data and related information management systems.
7. Identify training needs and coordinate training programs for employees on administrative policies, procedures, and compliance requirements. This duty supports workforce capability enhancement and ensures staff are equipped with the necessary skills and knowledge.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information: Jefferson, LA
GS-12: Step 1: $86,962 - Step 10: $113,047 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising)
Specialized Experience;
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience in supporting human capital planning efforts, including employee engagement initiatives, recruitment strategies, and the development and management of strategic workforce plans.
2. Experience in assisting with the management of budget, policy, and administrative functions, including supporting the development and implementation of administrative policies and procedures.
3. Demonstrated ability in collecting, analyzing, and summarizing data to support decision-making processes and in preparing detailed reports and presentations.
4. Skill in communicating effectively with a variety of stakeholders, including conducting research, providing advice, and making recommendations on policy or operational issues.
5. Experience in developing and implementing administrative policies and procedures to ensure bureau compliance and operational excellence.
