Duties
This position is located within the Department of the Interior, Associate Director of Administration, Human Resources Division (HRD), within the HR Operations Unit, in either Sterling, VA or Jefferson, LA. This office provides complete human resources management services to a variety of customers, both inside and outside the Department of the Interior, on a reimbursable basis.
The incumbent for this position will serve as a Program Analyst with a focus on program evaluation and review, process improvement across operations, as well as data analysis and reporting.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Serves as a Human Resources Project Manager for special projects, systems implementations, and major business process changes at the direction of the Human Resources Officer (HRO), and Operations Director.
Reviews the effectiveness, efficiency, and compliance of program activities within the HR Division to measure achievement of stated goals.
Point of contact for analyzing workforce data and ensuring Reimbursable Service Agreement's (RSA's) are updated and established appropriately. Ensures RSA allocations for staff are appropriate, provides input for new RSAs or renewals based on data, gathers client/staff feedback for sharing with the HR Ops managers, and tracks any resulting action plans.
Pulls reports in HRSD and is the conduit for making suggested changes in the system. Gathers processes, procedures, and information for use by contractors and others to ensure system updates and catalog delivery items are expanded as additional services are provided.
Generates data from USAS Cognos system. Analyzes the data and creates relevant reports for HR management's use.
Collects, develops, and analyzes statistical data directly related to HR to identify trends, develop responsive strategic plans, and/or predict workforce characteristics that warrant program changes and/or enhancements.
Develops key performance indicator (KPI) reports that pinpoint program successes and/or deficiencies for use by HR leadership and other staff members in making substantive program modifications.
Supports administration of systems related to enterprise risk management to include Datamart, USA Staffing, HRSD, QuickTime and other related systems.
Receives and processes FOIA requests, EEO investigation documents, etc. as needed. Works directly with appropriate staff member to gather or coordinate the collection of documents and relevant information. Monitors suspense dates and ensures submissions are completed timely.
Creates and submits quarterly suspense reports to servicing clients.
NOTE: This position is ONLY open to current Department of the Interior (DOI) employee serving under a permanent competitive service appointment or a current DOI employee with eligibility under a special appointing authority for an excepted service appointment (e.g. 30% Service Connected, Schedule A, Pathways within the 120 day conversion time frame).
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Sterling, VA Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-13: $117,962 - $153,354
Jefferson, LA Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-13: $103,409- $134,435

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Providing advisory services and analysis on staffing requirements, recruitment strategies, special emphasis programs and resources; AND
Preparing reports, maintaining records of work accomplished and presenting information, such as (HR Analytics, Time-to-Hire, etc., to a variety of audiences; AND
Researching and analyzing legislation, regulations, guidelines, and decisions related to recruitment and/or workforce planning; AND
Assisting with, or conducting audits or evaluation, or establishing, implementing, and/or managing quality assurance activities.
