Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Environmental Compliance (OEC) - Gulf of Mexico Outer Continental Shelf Region (GOMR) and reports to the Regional Environmental Officer (REO) in Jefferson, LA. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serves as the Office of Environmental Compliance (OEC) information technology (IT) and IT systems expert responsible for developing, coordinating, planning, and monitoring the complex data management systems necessary to support environmental compliance and enforcement duties on the Gulf of Mexico (GOM) and Atlantic Outer Continental Shelf (OCS). Works with OEC scientists and engineers to identify IT support requirements and with bureau/contract IT professionals to develop, test, accept, and deliver new hardware, applications, and upgrades. Leads IT oversight for environmental compliance and enforcement needs in the Pacific and Alaska OCS Regions and Headquarters as the only IT Coordinator in the bureau's Environmental Compliance Program (ECP). Performs management, administrative, and/or program support work, such as planning, research, analysis, correspondence control, and communication regarding information system and IT needs of the OEC, including the testing of custom OCS IT systems (i.e., Technical Information Management System (TIMS), eWell, TIMSWeb, National Consolidated Information System (NCIS), specialized MS-Access tools, etc.), GIS applications, and commercial, off-the-shelf (COTS) applications. Manages special environmental-compliance projects tied to these systems, and oversight of hardware, software, and system development, modification, and management for OEC's Seabed Assessment, Compliance, and Monitoring Program (SCAMP) equipment and applications (i.e., sonars, GPS units, computers, GIS programs, remotely-operated vehicles (ROVs), etc.). Acts as OEC's and ECP's liaison regarding data management and IT needs by managing and/or preparing responses to correspondence, development/management of OEC-related Product Backlog Items (PBIs), as well as handling the communication with persons and/or groups outside the Bureau and/or Region such as contractors/programmers. Speaks for the REO/Unit Supervisors on complex data/IT issues and represents the program office in necessary meetings/workshops. Including full participation in BSEE's Project Priority Team (PPT) and/or support of the PPT and BOEM/BSEE Requirements Priority Boards (RPBs). Serves as OEC's and ECP's Business Data Steward under the Data Stewardship Council in support of BSEE's Data Stewardship program and provides professional expertise in the principles, theories, methods, and practices of environmental data collection, interpretation, and management related to conventional and renewable energy programs on the OCS. Works directly with the REO and the GOM Regional Data Steward to provide guidance and technical support for the entire life cycle of environmental data generated from studies and compliance efforts through preservation and archiving in support of Office of Management and Budget (OMB), Department of the Interior (DOI), and BSEE data preservation policies. Research and/or analyzes problems, issues, or program requirements regarding environmental data and environmental compliance/enforcement activities. Research and/or analyzes unstable or complex program issues. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-13: $98,496 - $128,043 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Conducting IT system development, testing, acceptance, and implementation to best track and manage the review and inspection of industry activities and the associated environmental and/or control standards; and Assessing hardware and software requirements for scientific/engineering equipment and applications used to verify conditions, monitor activities, and/or determine impacts associated with operational requirements; and Performing analyses of regulatory and/or compliance program policies, requirements, and/or procedures to provide system support, recommend improvements, document compliance, and/or develop sufficient reporting to defend organizational goals and objectives. Must meet all.
