Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Regional Directorate, National Offshore Training Center, Training Center Operations Section in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Manages and administers technical training delivery and training location staging to promote the successful learning and desired training outcomes.
2. Schedules and administers training and development programs that are responsive to the short- and long-range needs of the BSEE.
3. Assists the policy and program development team and the NOTC in workflow process analysis to provide accountability, clarity and consistency across training program area components.
4. Evaluates, analyzes and provides market research and cost benefit reports for the delivery of technical training.
5. Manages and analyzes the technical training data maintained in the electronic system of record. Provides technical advice and assistance to various levels of management in determining training requirements and development plans.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-13: $98,496 (Step 1) - $128,043 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Managing and tracking technical training completion data in the Bureau's electronic system of record;
2. Developing and producing data reports;
3. Developing, analyzing and evaluating specific program requirements to identify skill gaps and training needs, and recommend training; AND
4. Communicating effectively both orally and in writing to coordinate training, advise employees and management, communicate training objectives, plans and goals, and training evaluation analysis.
