Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico (GOM) OCS Region (GOMR), Dep. Reg. Supv. for District Field Operations.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as DFO's technical advisor on business process and data administration.
2. Initiates and coordinates with IT Specialist in the development of systems in order to monitor, maintain and manipulate scientific and management databases.
3. Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Inspection and ePermitting programs.
4. Analyzes complex business problems and assesses how automated systems can be implemented sufficient to recommending system changes and enhancements.
5. Serve as technical Database Administrator advisor responsible for coordinating, planning, and monitoring the complex integrated data management necessary to support the office's wide variety of environmental compliance and enforcement duties.
6. Provides expertise in the principles, theories, methods, and practices of environmental data collection, interpretation, and management related to conventional and non-conventional oil, gas, and other mineral facilities and operations on the Outer Continental Shelf (OCS).
7. Provides expertise in data management applications and solutions sufficient to acquire, process, store, and access engineering and inspection data received from operations on the OCS.
The Bureau of Safety and Environment Enforcement (BSEE) has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-13: step 1 $103,409 - step 10 $134,435 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1. Performing database design and data modeling and
2. Writing structured Query Language (SQL) queries against relational databases to create ad hoc queries and
3. Using a scripting or programming language and
4. Manipulating data in relational databases to perform data analysis, data migration, or data synchronization tasks.
Must meet all.
