Duties
Administer the Army Emergency Relief Program which provides financial assistance military service members and dependents with service-connected emergency situations such as non-receipt of pay or allowance, emergency travel expenses, etc.
Interview applicants to determine if the emergency is within program coverage and the type and amount of assistance required or to determine if applicant is eligible for assistance with Red Cross, Company Commanders and other sources.
Utilize a working knowledge of budget counseling, financial planning and consumer education to provide services, prepare statistical reports, accountability forms, debt write-offs of uncollectible loans, and receipt and disbursement.
Establish prescribed ledgers and journals to identify transactions, make appropriate postings (various types of disbursements and receipts, uncollectible, etc.) to prepare monthly financial statements, summary of loans and grants, etc.
Responsible for the organization, publicity, training, contribution processing, overall accountability, and periodic updates, as well as, an after action report for the annual Army Emergency Relief Program campaign.
Publicize the Army Emergency Relief Program to ensure target populations are informed of the services.
Establish liaison with local, county, and state welfare agencies and makes referrals, as needed.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain the Association for Financial Counseling and Planning Education certification (at government’s expense) within the first 18 months of employment.
- May occasionally be required to work other than normal duty hours.
- Overtime and irregular tour of duty may be required.
- One year of probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) interviewing soldiers and/or their families to determine eligibility to for financial assistance; 2) preparing reoccurring financial reports; 3) providing financial counseling to soldiers and their families; 4) maintaining working relationships local government, state and other agencies to coordinate assistance for families in the military environment with financial needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as finance, financial management, accounting, social work, financial counseling or business administration. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
