Duties
Provides oversight and guidance to authorized Certifying Officers concerning the approval and certification of payments and/or disbursements for vendors and major contracts or interagency/reimbursable agreements. Responsible for interpretation concerning all payment and collection transactions. Keeps abreast of current changes to policies and fields questions as well as advises staff on all aspects of the disbursement regulations (Bureau of Prisons (BOP) policies, prompt pay and appropriation laws, Federal Travel Regulations, etc.). Provides administrative direction and coordinates with program managers the analysis of obligation documents to ensure validity of payment vouchers and proper classification. Assists the supervisor in establishing the work of an organizational unit and monitoring its progress toward meeting goals. Analyzes and evaluates financial management systems to determine compliance with statutory and regulatory requirements and ensure they meet the administrative needs of the agency.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in financial management activities, work flow and organizational techniques used to provide professional leadership and guidance to staff in order to accomplish a wide scope of duties.
Experience in analyzing and evaluating financial management systems to determine compliance with statutory and regulatory requirements.
Experience in providing interpretations of financial report statements and data which points out trends, identified deviations from plans and projects data into the future.
Experience in interpreting and implementing reports and records which are required to be maintained to meet minimum requirements set forth in the regulations of the BOP, DOJ, OPM, GSA and other government agencies.
