Duties
Prepares and presents briefings and reports to senior level managers of USAFMCOM, DA, OSD, and/or other federal agencies. Represents USAFMCOM at meetings, briefings, and conferences in coordination of both programs.
Coordinates with other USAFMCOM staff officers on improper payments identification and reporting for their respective finance functions.
Provides guidance to Army finance and accounting activities on developing annual sampling plans, conducting audits, and reporting improper payments for travel pay, commercial pay, military pay, and civilian pay.
Collaborates with DFAS on the sampling, audit, and reporting for travel pay, commercial pay, military pay, and civilian pay irregularities.
Serves as the USAFMCOM lead in fulfilling the specific functions regarding the identification, reporting, and resolution of improper payments under the Improper Payment Elimination and Recovery Act (IPERA).
Requirements

- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain/Maintain Financial Management Certification.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as: Experience in planning, management, oversight, and execution of the Payment Information Integrity Act (PIIA) program, providing guidance on developing annual sampling plans, conducting audits, and reporting improper payments for travel pay, commercial pay, military pay, Army Cross Servicing Agreement (ACSA) pay and civilian pay. Also responsible for the Mass Transportation Benefit program. Develops and promulgates policy and guidance to Army installations and activities outside of the Washington DC area.
