About the Position: This position is located at Brooke Army Medical Center, Fort Sam Houston, Texas. This is a Direct Hire Solicitation. A recruitment incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Oversee all ongoing activities related to the development, implementation, maintenance of and adherence of policies and procedures to the privacy and access to patient health information. Implement, guide, administer and evaluate medical treatment facilities compliance with HIPPA rules and regulations for privacy. Ensure that systems that solicit, maintain, access, use, disclose, and dispose of protected health information are secure using appropriate procedures and practices. Investigate HIPAA complaints and alleged violations that have potential criminal implications subject to legal prosecution and fines. Responsible for the compliance of the Health Insurance Portability and Accounting Act to include training to all staff in the protection of private health information of beneficiaries

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• A Personnel Security Investigation is required.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising on Healthcare System issues and policies; providing analysis and/or recommendations in assessing clinical business activities on improving clinical performance. Monitoring and/or coordinating personnel matters for an organization; assisting in the preparation of reports such as: annual budget, contracting requirements, provider productivity; ensures efficient operation of assigned clinical and modality services within the medical facility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
