Duties

You will be accountable for meeting the cost, schedule, and performance expectations of assigned IT projects with regards to planning, direction, and success of IT program/systems development and research or technology. You will oversee the methods and techniques in assessing the feasibility of new concepts for project/program requirements while evaluating and ensuring consistency and accuracy of stakeholder needs and translating them into realization. You will manage the formulation of definition, organization and direction of a project(s)/program(s) leveraging industry best practices to resolve a variety of problems. You will manage the formulation of approaches of a major project(s)/program(s) to resolve a variety of technological problems to include state of the art design, taking advantage of new concepts in the development of advanced systems. You will manage senior stakeholder requirements from external agencies which may include highly unstructured settings to justify, defend, negotiate, or settle matters involving significant or controversial issues.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Intermediate within 12 months of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the development, organization, analysis, interpretation, OR evaluation of data for solving engineering problems AND managing cost, schedule, risk OR performance for large, highly complex, dynamic OR competitive project(s)/program(s). In addition: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
