About the Position: Serve as Chief of the Military Personnel Division with responsibility for the Military Personnel Management Program. Executes functions involving the procurement, assignment and utilization of military personnel. Moving expenses are NOT authorized. Recruitment, relocation, or retention incentives may be offered.

Duties

As the Supv HR Specialist (Military), you will perform the following duties: Advise the DHR, Deputy to the Garrison Commander and HQs staff on military personnel policies and procedures. Implement Army G-1 policies relating to the procurement, assignment, retention/re-enlistment and utilization of military personnel and the review and consolidation of military personnel actions. Oversee the operation the Soldier Welcome Center and Transition Point. Manage military personnel services such as personnel processing, casualty operations, ID cards, awards recognition, training, evaluation, and promotion programs for assigned military personnel and family members Assist the mission commander in maintaining readiness of all deployable units and cross-levels personnel as required. Responsible for implementation of mobilization plans, systems, and procedures as they pertain to Soldier Readiness Processing at the installation. Assign, direct, and evaluate the work of subordinate organization elements through subordinate supervisors. Oversee the management of the Military Retirement Services Program. Develop and maintain various automated unit readiness reporting systems, from HR data from installation and local data base systems and higher command systems (i.e., IPPS-A, FMSWEB, DRRS-A and other automated data processing systems as necessary).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent to obtain and maintain a SECRET Security Clearance.
  • Submission of a Financial Disclosure Statement, OGE-450 upon entering the position and annually required.
  • This is a Mission Essential position.
  • Temporary duty travel (10% or less) away from the normal duty station.

Specialized Experience: One year of specialized experience which includes supervising/managing work for a military human resources personnel actions program (processing awards, promotions, retirements, evaluations, issuing ID cards for active duty military members); applying military personnel management principles, practices and techniques to provide guidance and direction for a wide range of military human resources programs (in/out processing, deployments, soldier readiness, casualty operations); and applying negotiation or conflict resolution skills to persuade managers or high level officials to accept recommendations or determinations involving military human resources functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
