About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Direct a Sexual Harassment/Assault Response and Prevention (SHARP) program for an assigned organization.
Duties
Serve as a principal authority, strategic advisor, and advocate for SHARP policies and programs
Develop strategic plans and policies to support response and prevention elements of the sexual harassment/assault program and conducts assessments to ensure policy/program effectiveness
Prioritize victim care in cases of sexual harassment, sexual assault, and associated retaliatory behaviors
Assist in managing the Sexual Harassment/ Assault Response and Prevention (SHARP) Program for a typical serviced population of at least 10,000 which includes Soldiers and Family members, as well as Department of Defense Civilians
Provide comprehensive oversight of SHARP Sexual Assault Response Coordinator/Victim Advocate (VA) Teams
Oversight includes response and advocacy responsibilities, including case management, victim assistance, hotline management, data analysis, and supporting prevention activities
Ensure compliance with DoD and service policies, legal requirements, and guidelines, including the maintenance of high data quality standards.
Provide program management support, including strategic planning and policy development, coordination of action and mitigation plans for both prevention and response
Expert in procedures and issues related to prevention, response, victim advocacy,reporting/investigative procedures, and decision points related to sexual harassment and sexual assault.
Perform duties as a SHARP Victim Advocate (VA) and will serve as the VA if requested. Respond to, or direct a SHARP VA to respond to, every restricted and unrestricted report of sexual assault and sexual harassment complaints.
Participate in the monthly installation wide training support meetings for all SHARP professionals to include SARCs, VAs, and SHARP prevention personnel
Perform full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a minimum of a favorable suitability determination on a Tier 3 background investigation.
- Selectee(s) are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- State Criminal History Repository check is required for all states of residence in the past 5 years when the Tier 3 investigation has been completed and 10 years when submitting a new Tier 3 investigation.
- Must attend and graduate from required OSD / Army SHARP training courses within six months of employment.
- Must complete all required SHARP courses, obtain D-SAACP certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
- Must be able to obtain and maintain a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
- May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
- Required to provide off duty hour support to include 24 hour rotation for advocacy services to victims.
- Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
