You will serve as a MANAGEMENT ANALYST in the Executive Support Branch of NORFOLK NAVAL SHIPYARD.
Duties
You will analyze, evaluate, develop, and recommend improvements to management policies and practices.
You will utilize comprehensive knowledge of practices, theories, techniques and methodology of management and productivity improvement affecting civilian personnel within NFPC.
You will perform organizational structure, workforce actions and studies on procedural and relationship issues, to identify, coordinate and develop improvements in efficiency.
You will track and maintain requirements, assign workforce, and keep management informed of workforce authorization issues.
You will research, develop data, and prepare letters, studies, reports and other miscellaneous material on a large variety of subjects relative to resource and manpower management and various special projects.
You will analyze indicators and compile previous study findings and similar data, from which the incumbent develops assumptions and conclusions regarding current operations, including defining potential improvements.
You will review, evaluate, and interpret policies/directives from higher headquarters or other sources for impact on functions and issues.
You will establish appropriate plans of action, formulate policy, procedural directives, and develop alternatives, instructions, and guidance on current plans, projects and programs.
You will document and coordinate findings, conclusions, recommendations, and decisions with operating officials, staff, and other agencies.
You will create, manage, and analyze automated reporting systems and develop a variety of reports and briefings as necessary.
You will research and familiarize yourself with regulations, directives, policies, SOP, reports, organization and functions, prior study reports, statistics, and performance metrics and criteria, and other data pertinent to activity to be reviewed.
You will examine performance, cost, progress, efficiency, and use of resources against established or developed metrics, goals and performance criteria.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Incumbent may be required to occasionally visit industrial areas which will require use of Personal Protective Equipment (PPE).
Qualifications
GS-11:
To qualify for the MANAGEMENT ANALYST, GS-0343-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience gathering, analyzing, and preparing total workforce information.
Experience providing technical guidance and consultative assistance on the analysis and evaluation of pertinent manpower issues.
Experience conducting management studies designed to improve overall operations, increase mission readiness, and optimize the use of resources.
Experience interpreting, adapting, and applying regulations and guidelines to fit the operational situation and making recommendations to resolve issues.
Experience extracting information based on specific search criteria and to convert the results into user-friendly spreadsheet formats including pivot tables and charts.
Experience communicating effectively both orally and in writing to prepare project paper, staff reports, and delivering briefs to managers.
GS-09:
To qualify for the MANAGEMENT ANALYST, GS-0343-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience gathering, analyzing, and preparing total workforce information.
Experience providing technical guidance and consultative assistance on the analysis and evaluation of pertinent manpower issues.
Experience conducting management studies designed to improve overall operations, increase mission readiness, and optimize the use of resources.
Experience communicating effectively both orally and in writing to prepare project paper, staff reports, and delivering briefs to managers.
