Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as experience in providing guidance on Employee Relations/Labor Relations laws, regulation and case law to managers and employees; experience in researching and interpreting legal and regulatory program guidance, such as case law, collective bargaining agreements, United States Codes and experience responding to disciplinary actions, grievances and appeals.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Knowledge of administrative case law, regulations and policies.
2. Skill in applying labor/management-employee relations theory, principles, methods, and precedents.
3. Ability to plan, organize, direct, and evaluate labor and employee relations programs.
4. Knowledge of non-adversarial problem-solving approaches.
5. Skill in applying conflict resolution techniques.
6. Skill in complex fact-finding.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
