You will serve as an Intelligence Specialist at the GG-13 level and provide technical advice on a wide range of complex analysis, evaluation, collection, interpretation, or dissemination of information and/or products. This position is located in NMIC, Suitland, MD at OFFICE OF NAVAL INTELLIGENCE.
Duties
You will be responsible for managing all aspects of multiple, bilateral, information sharing relationships with foreign partners and identifying areas for increased engagement and information sharing, when appropriate.
You will work closely with analysts and collections managers in the development of strategies to advance information sharing efforts with international partners.
You will prepare briefing materials, correspondence, and studies concerning U.S. Naval Intelligence international engagement to support senior civilians/flag officers in preparation of service level talks, negotiation, and meetings.
You will identify intelligence gaps, specify collection requirements to fill gaps, and develop analytical tools and methodologies to cope with the gaps.
You will maintain liaison with personnel in other intelligence agencies, laboratories, services, and allied foreign governments to discuss production requirements and provide information.
You will collect, analyze, interpret, evaluate and integrates complex data from multiple sources in assessing the relevance and significance of developments.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position requires periodic polygraph examinations.
- This position may require a 2-year DCIPS trial period.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Engaging, collaborating, and/or working with foreign partners on common goals; 2) Planning and executing conferences and large-scale meetings - both in the U.S. and overseas; 3) Preparing written, executive-level read-ahead/preparatory material for SES civilians and Flag Officers; 4) Orally briefing SES civilians and Flag Officers; 5) Translating policy and guidance into executable strategies and action plans; and, 6) Coordinating across organizational boundaries for a common purpose such as increasing information sharing with foreign partners.
