You will serve as a Financial Management Analyst in the Strategic Systems Programs, Plans and Programs Division (SP10), Resources Branch (SP13) of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will manage the development and maintenance of policies and processes that ensure robust monitoring of the Agency's financial management activities.
You will demonstrate expertise in analyzing and reconciling financial accounts and make decisions and recommendations.
You will recommend improvements in internal controls and procedures to ensure that data is accurate and reliable in the accounting system.
You will research and analyze data to develop and prepare a variety of financial documents, management reports and presentations to a broad range of audiences.
You will perform fluctuation analysis of general ledger accounts to identify the business/accounting drivers leading the changes in the balance for the account.
You will provide strategic direction on Treasury Tie Point (TP) reconciliations within guidelines prescribed by higher authority to provide effective management of fiscal resources.
You will develop, implement, and monitor the business financial policies, procedures, and operational guidance that ensures proper stewardship of financial resources.
You will assist Strategic Systems Program (SSP's)management in defining resources management problems and in determining management’s need for additional or revised data on a one-time or continuous basis.
You will serve as the command Subject Matter Expert (SME) in meetings, working groups and command inspections.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and reconciling ledgers and reports to provide recommendations for the administration of financial program objectives.
