About the Position: This position is located within the CHRA Soldier and DoD Human Resources Directorate, DoDEA Civilian Human Resources Service Center, and may be eligible for local commuting area remote work in the future as determined by agency policy. This position may be filled at the GS-05, GS-07, GS-09 or GS-11 level. If selected at the lower levels, noncompetitive promotion to the full performance (GS-11) level is authorized.
Duties
Evaluate and recommend alternatives to management to find appropriate civilian human resources solutions.
Advise managers and supervisors on civilian human resource requirements, resources, and problems.
Utilize a wide range of civilian human resources practices and policies to provide civilian human resources management advisory and technical services.
Conduct job analyses, prepare vacancy announcements, determine qualifications, produce referral lists, and/or set pay using various human resources automated systems.
Manage and maintain visibility of civilian personnel requests throughout their lifecycle.
**These duties are described at the full performance level (GS-11). The GS-5, GS-7, and GS-9 levels are developmental leading to such performance.**

General Experience for GS-5: 3 years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes reviewing documents for accuracy; creating reports using Microsoft Office programs; planning and organizing work assignments; and communicating with customers orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: 4 year course of study leading to a bachelor's degree. OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Specialized Experience for GS-7: 1 year of specialized experience which includes conducting job analysis or developing job opportunity announcements; reviewing applications to determine applicant qualifications; and reviewing guidance to recommend solutions to human resources actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: 1 full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. OR Superior Academic Achievement (SAA): Successful completion of all the requirements for a bachelor's degree with SAA. In order to be creditable under this provision, SAA must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. SAA is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a G.P.A. of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; or (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). Specialized Experience for GS-9: 1 year of specialized experience which includes advising management on multiple recruitment strategies; developing occupational assessment questionnaires; developing job opportunity announcements in USAStaffing or equivalent HR automated system; reviewing job applications to determine eligibility and qualifications of candidates; and coding personnel actions in accordance with applicable regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Specialized Experience for GS-11: 1 year of specialized experience which includes interpreting and analyzing civilian human resources laws and regulations to advise on recruitment and staffing process and functions (i.e. special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, special pay incentives, etc.); resolving pay setting issues/inquiries; providing recommended courses of action on civilian human resources problems/issues; creating a variety of human resources products (i.e. occupational assessment questionnaires, vacancy announcements, referral lists, coding personnel actions, etc.). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
-For the GS-05, applicants may not be promoted more than 2 grades within the preceding 52 weeks

Education
