About the Position:
This position is in the Human Resources Division, Office of the Human Resources Director located in Alexandria, Virginia.
You will serve as the Director of Human Resources and Program Manager for the Department of Defense Education Activity (DoDEA), coordinating activities, providing staff guidance and policy support to the Director, DoDEA, and subordinate program managers.
Duties
Plan and establish program objectives, content, procedures, policies, standards, and goals for a diverse worldwide workforce appointed under a wide variety of laws, regulations, and international agreements.
Provide support to the Headquarters staff and region Directors in the development and implementation of human resources programs, regulations, and procedures.
Coordinate the staffing of all positions by recruiting, selecting, and employing new staff as needed, transferring current employees, and reassigning those who are involuntarily transferred or returning from leave.
Maintain regular and effective communications with other top Federal and Department of Defense (DoD) field activities, agencies, and military department management officials to ensure awareness of actual or contemplated changes in programs supported.
Advise the DoDEA Director and other senior management officials on the human resources, organizational, and mission-related impact of proposals, and ensures that proposed changes do not violate the statutes and other workforce considerations.
Direct a positive education-focused and management-oriented Human Resources Management (HRM) program for approximately 12,600 employees.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

Specialized Experience: One year of specialized experience which includes utilizing human capital theories and manpower concepts and principles for strategic planning and forecasting; applying human resources concepts to generate and analyze projects and programs; advising on policy and strategic initiatives on a wide variety of human resources issues and developing short and long range planning and initiatives to enhance the overall management of human resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-14).
