About the Position: This incumbent of this position will serve as the Director for the CHRA Soldier & DoD Human Resources Directorate, DODEA Civilian Human Resources Service Center.

Duties

Integrate internal and external HR program issues affecting the immediate organization, such as those involving advising the command on recruitment and placement considerations. Provide leadership in developing, implementing, evaluating, and improving HR processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization directed. Exercise significant responsibilities in advising internal and external management officials at all levels. Manage a high levels of work production and ensures a high degree of database accuracy on all types of HR actions. Collaborate with staff on advising management on recruitment strategies, sources, and special programs. Oversee and provide detailed guidance on troubleshooting and resolving the most difficult and complex problems associated with delivering comprehensive recruitment and placement advisory services for the serviced organization. Collaborate with senior leaders and staff in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes supervising civilian human resources programs in the areas of recruitment and placement; leading a team providing civilian personnel advisory services to a variety of serviced organizations to include production management; developing and interpreting human resources policies and procedures for implementation into the workforce; analyzing civilian human resources programs to make recommendations for improvement; and briefing senior level management on civilian human resources subject matter. You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesOral CommunicationStaffing and RecruitingStrategic Workforce PlanningWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
