About the Position: This position serves as the Director of G-1 within HQ, U.S. Army Sustainment Command, Rock Island, IL.

Duties
Exercises final authority for the full range of personnel actions including awards, appraisals, and disciplinary actions.
Provides professional human resources and program management advice and guidance to Leadership and subordinates.
Represents the Command in the planning and development of civilian and military personnel management program objectives.
Develops and oversees long-range plans for G-1 programs and processes.
Manages G-1 functions through subordinate division chiefs/team leaders and the Command Ombudsman.
Manages the development of HR policy and organizational changes, affecting HQ ASC and all subordinate organizations.
Participates in the development of operational plans with top-level managers and key operating officials of the Command.
Establishes plans and policies to ensure accomplishment of HR programs and projects.
Maintains close liaison with representatives of DA, Civilian Human Resources Agency (CHRA), AMC, and other Federal government agencies/organizations to obtain or provide information on high priority personnel projects.
Makes executive-level and strategic recommendations to ASC Senior Leadership that influence the course of the Command’s future (military and civilian) personnel readiness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret Security Clearance.
- Temporary Duty Travel of 10% may be required.

Specialized Experience: One year experience which includes (1) Providing comprehensive policy and program execution guidance for civilian and/or military HR functions across a Command (e.g. Command wide reorganization and streamlining efforts, position and performance management, appraisal systems, training and development) to ensure effectiveness and compliance; (2) Developing HR plans/policies and procedures for a variety of Command program operations; (3) Representing management through briefings or presentations to higher level echelon; and (4) Using effective leadership and management techniques to direct and oversee subordinate supervisors and operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
