This position is a Senior Budget Analyst in FTA’s Budget Office. The primary function of this position is to advise the budget director on data analysis, system integrations, and process management relating to formulating and executing the agency’s budget and exercising effective financial management control of appropriated funds, including monitoring and reporting on obligations and expenditures.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience analyzing and presenting budget data to assess performance and to support desired outcomes.
Experience managing major projects from formulation of requirements, resource identification, project execution and after-action review.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Budget Formulation - Preparation of budget schedules and performance justifications for submission to the Office of the Secretary of Transportation (OST), Office of Management and Budget (0MB) and Congress. Also includes entry into the Office of Management and Budget (0MB) budget preparation system (MAX).
Federal Budget Appropriation Process - Develops appropriations language in support of new or revised program and budgetary requirements.
Budget Leadership - Provides leadership in formulation, performance integration, presentation, and execution of the FTA Budget.
Budget Execution - Tasks as described in 0MB circular A-11, including: SF-132 preparation, allotments, operating budgets and obligation and outlay reporting; and reconciliation of obligations and expenditures between accounting/financial and grant systems.
