You will serve as a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST in the Military Sealift Command (MSC), Logistics Directorate (N4), Supply Chain Management Division (N48), Requirements Processing Branch (N481) of MILITARY SEALIFT COMMAND.
Duties
You will closely supervise a geographically dispersed government work force consisting of about 15-20 combined GS-12 and GS-11 employees directly (Norfolk) and indirectly (San Diego).
You will work closely with the N44/Logistics Sustainment Division to form virtual and/or assist Ship Life-Cycle Logistics Support Teams.
You will lead/direct staff to coordinate planning, sourcing (procurement), repair, and delivery/return of material and/or services from/to both federal and commercial sources
You will develop, submit/staff, and document supply chain management processes, identifies process deviations, root causes/impacts of delays and risk mitigating strategies and solutions.
You will observe and initiate necessary changes in work assignments in order to improve efficiency in work production quantity and quality, including problem areas where you will recommend possible alternative solutions to higher authorities.
You will sustain, maintain, repair, and alter MSC Government-Owned/Government-Operated (GOGO) ships operating globally.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning, directing, and coordinating activities of a geographically dispersed civilian workforce in support of Government and Contract-operated logistics business models.
Experience planning and establishing work schedules, deadlines, and standards of acceptable work for all logistics/supply chain activities.
Experience with commercial supply chain management and third-party logistics practices regarding material management, storage, distribution (outbound), returns (inbound) and disposal processes.
Experience with shipboard equipment, equipment maintenance, and logistics supply requirements.
Experience with International Safety Management (ISM) system, including the impact of afloat hazardous materials handling, storage and spill containment systems provided on MSC ships.
Experience initiating procurement actions for all standard (federal stock number) and nonstandard (commercial source) material, equipment, and service requirements through the application of supply chain.
Experience with marine equipment/systems, federal and commercial sector sourcing, and FAR procurement package composition.
Experience with the effectiveness of programs and performance measures (e.g. Customer Wait Time, Perfect Order Fulfillment) to ensure both continuous process improvement and the implementation of innovative, cost effective/efficient supply solutions.
Experience analyzing internal operations, current and contemplated workloads, existing workflow and procedures to evaluate efficiency, recommending changes as required to the Supply Chain Director/Deputy Director.
