The position is located within the Grants Management Office, Office of the Chief Financial Officer (OCFO), Federal Motor Carrier Safety Administration (FMCSA). The incumbent will serve as a Lead Grants Management Specialist providing oversight and technical expertise and advice to management and program officials in developing, implementing, and evaluating program plans, strategies, program announcements, guidelines, and procedures relative to pertinent grant programs.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the advertised grade.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience awarding and managing grant management activities across the grant life cycle for a wide range of grant programs.
Experience providing technical advice and guidance on a variety of grant management programs, policies, regulations, procedures, and practices, relevant to grant programs.
Experience monitoring grant programs and frequently acting as the grants management decision-maker concerning a grant action/matter.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
