You will serve as a Fleet Exercise Support Coordinator Future Operations Branch/Joint Exercises Section under the office of COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the expert authority/principal advisor to Branch and Directorate Heads and to Echelon III subordinate commanders. You will develop policies/procedures and operations orders to implement the command's joint training and policy responsibilities supporting US joint and interoperability training. You will coordination with CCMD Navy Component Commanders staffs and Type Commanders’ (TYCOMs) staff, determines appropriate levels of effort/ resource and funding required to accomplish mission essential joint training. You will coordinate the development and maintenance of Joint Mission Essential Task Lists (JMETL). You will serve as Contacting Officer’s Representative for Joint Exercise Support to the Joint Exercise Section. You will create and maintain FFC, NAVNORTH, and NAVSTRAT Joint Training Plans as required. You will serve as Navy Project Manager for Joint Staff Service Incremental Funding (SIF) support to eight CCMDs totaling over $2.5 million non-HQ joint exercise support dollars. You will create and maintain appropriate databases (FFC proprietary Joint Exercise Schedule [JES] and (JTIMS/JTT) for Fleet Forces Command joint training plans.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing knowledge of the Joint Training System (JTS), the Joint Training Information Management System/Joint Training Tool (JTIMS/JTT). Experience and or providing support to the Contracting Officer's Representative (COR) or Contracting Officer's Technical Representative (COTR) for a DoD or other federal contract/task order. Experience and understanding or skills with data management and analysis or financial management and budgeting tools processes, and database maintenance. Experience using joint and Service doctrine. Experience in the Defense Travel System (DTS), operating within a large organization to include the ability to research and to identify knowledgeable points of contact or Subject Matter Experts (SME) and be able to quickly grasp and change Standard Operating Procedures (SOP) appropriately.
