You will serve as a PROGRAM ANALYST in the Marine Machinery Shop, Production Resources Department of PSNS and IMF. This announcement is for an Upward Mobility Program position.

Duties

You will perform analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations. You will identify trends and indicators of non-compliance or problem areas with established programs. You will assist higher graded employees in gathering process performance data needed to evaluate the various departmental programs. You will evaluate of Quality Performance System (QPS) data, Deficiency reports, Discrepancy Logs, Audit Action records, Rework Reports, and other Inspection Verification Reports in support of process improvement programs. You will enter performance data into an organized record keeping/data base system. You will brief managers and communicate recommendations regarding efficiency in program operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The Upward Mobility Program is a unique job opportunity. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-09 with a full performance level of GS-11. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. This recruitment is open to current UIC 4523A employees who possess the basic knowledge, skills, and ability at or equivalent to the WG-08 (or higher) grade level n the federal service or equivalent in the private or public sector with experience in a trade demonstrating the ability to assess technical issues to ensure compliance with established programs.
