This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for gathering document, coordinate, and implement a comprehensive set of SC functional business requirements for G-TSCMIS and Socium.

Duties

As a PROGRAM ANALYST (G-TSCMIS) at the GS-0343-11/12/13 some of your typical work assignments may include: Provide recommendations to Socium Lead and/or supervisor that address complex problems, and issues that cross organizational boundaries and impact key performance within the DoD related to data system requirements. Work with system developer to translate requirements into level of details needed to ensure efficient/accurate software development as needed to meet those requirements. Provide program analyses that result in new or enhanced policies and operating procedures that enhance the development of Socium. Initiate recommendations that result in the development of new data system functionality, as needed, to ensure continued compliance with higher level laws and regulations. Present Agency views on functional business requirement issues and coordinates planning with representatives of relevant security cooperation stakeholders or other agencies and recommends solutions to issues that arise during such meetings.

Qualifications

You may qualify at the GS-11 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Performing analysis on all aspects of Security Cooperation (SC) event data, IT training methodologies and support infrastructure including automated systems, equipment and software, and project management skills sufficient to plan and organize studies Develop project plans; identify milestones and major objectives; and meet completion deadlines. OR B. I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR C.GS-11: I possess a combination of education and experience that makes up 100% as listed in A and B above. You may qualify at the GS-12 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Translating Security Cooperation (SC) community needs into accurate, complete, and effective user requirements Maintaining requirements to ensure data systems retain currency as policies and laws change Working with system developer to translate requirements into level of details needed to ensure efficient/accurate software development as needed to meet those requirements You may qualify at the GS-13 grade level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS 12 grade level in the Federal service: Gathering, documenting, coordinating, and implementing a comprehensive set of SC functional business requirements for G-TSCMIS and Socium Convening working groups to develop and adjudicate business process re-engineering efforts to ensure finalized requirements that represent efficient, best practices for business processes across the SC community Providing program analyses that result in new or enhanced policies and operating procedures that enhance the development of Socium. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Substitution of education may not be used in lieu of specialized experience for GS 12 and 13 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
