Duties
You will serve as a team member of a multi-disciplinary team to provide scientific, technical, and professional cost guidance and advice
on all aspects of acquisition programs.
You will review and assess overall acquisition program progress, and develop cost estimates and analysis based on planned parameters for the design, development, test and evaluation, production, and sustainment of assigned program areas.
You will maintain technical expertise through continuing professional education and training, symposiums, and technical liaison with other appropriate Navy and DoD activities.
You will ensure the comprehensiveness of all cost analysis through close liaison with engineers, Integrated Product Team (IPT) leads, and contractor representatives.
You will prepare and defend program funding requirements and life cycle cost profiles, and track and manage financial performance for assigned programs.
You will assemble and provide information and advice regarding assigned program areas to senior officials in the chain-of command.
You will provide required data for assigned program areas to the pertinent business managers in support of any actions
to justify and defend all programs, plans, and budget to the SSP Board of Directors.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
For the NH-03: Your resume must also demonstrate at least one year of experience at the NH-02 (GS-11) level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Program Life Cycle cost estimates and analysis for weapon systems or other national security acquisitions.
For the NH-02: Position requires the applicant to have a degree in operations research, engineering, or related field and must have at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses, with at least 3 of the 24 semester hours in calculus.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual.
For the Professional Operations Research Series (1515): Successful completion of a bachelor's (or higher) degree in operations research.
OR
Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
