You will serve as an Operations Research Analyst in the Cyber Engineering and Digital Transformation Directorate (SEA 03), Model Based Product Support Program of NAVSEA HQ FIELD SUPPORT.
Duties
You will be responsible for translating and aligning logistics product data to the authoritative IT systems for the development of a Navy common readiness model (NCRM) capability.
You will serve as the lead and technical subject matter expert for the implementation of a modeling and simulation suite that encompasses the inclusion of systems engineering and logistics product data from acquisition through sustainment.
You will carry out team projects and activities to ensure successful performance.
You will serve as an analyst in the implementation of state-of-the-art equipment /systems development, acquisition, and/or application of theories, principles, practical concepts, processes, and methods related to assigned areas.
You will be responsible for translating ship/submarines/combat and weapon/unmanned system(s) modeling outputs as they relate to programmatic funding.
You will collaborate with the systems engineering community on their process in acquisition and sustainment to include requirements generation, product outputs and timelines is necessary.
You will serve as the technical authority regarding the implementation of a readiness at cost IT system.
You will develop the program life cycle cost estimates for various alternatives considered in the Analysis of Alternatives (AoA).
You will evaluate the management control systems used by contractors to support determinations of Earned Value Management (EVM) compliance.
You will be responsible for the coordination, implementation, and administration of EVM system certification and surveillance related activities within NAVSEA.
You will develop cost/performance/schedule trade-off analyses in support of program efforts to manage life cycle cost and to support requirements setting process in the development of interim requirements and operational requirements documents.
You will conduct analysis of labor/overhead/material(s) rate projections required for a broad range of cost development and estimating efforts.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Acquisition Workforce members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
Qualifications
In addition to the Basic Education Requirement for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional operations research analyst conducting cost data, cost estimating or cost benefit analysis to identify and determine program cost or budget requirements.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess one of the following:
- a bachelor's or higher degree in operations research. --OR--
- a successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
