Duties
You will be responsible for translating system technical and programmatic information as provided by technical and engineering staff or an industry partner into a high quality cost estimate.
You will prioritize resources and integrates all efforts required to produce thorough, accurate estimates and analyses or cost.
You will utilize program definition (baseline), DOD cost analysis requirements description, analysis of alternatives , cost estimates to support milestone reviews and POM/budget submissions.
You will utilize cost trades, cost modeling and risk assessments, cost inputs for development of independent estimates at completion for Information System and other external reports, development and maintenance of historical cost profiles.
You will provide support to Branch CPR analyses and independent cost evaluations, Integrated Baseline Reviews, and economic
and industrial base analyses associated with major naval weapons system acquisition.
You will maintain liaison with internal and external stakeholders to ensure that proposals and contracts reflect accurate cost requirements and to obtain additional information needed to perform cost estimating and analysis functions.
You will be responsible for development, review, and coordination of assigned cost estimating and analysis products and services supporting Acquisition Program(s) and initiatives and other reporting requirements delegated, and SSP Leadership.
You will conduct periodic cost model updates and analysis of new "actual" cost data, new direct labor/overhead rates, and develops POM budget requests.
You will plan, prepare and manage task instructions and statements of work required for the cost analysis work. Monitors the progress and presents results of project and associated work to the customer and/or senior leadership.
You will demonstrate the ability to present critical observations, findings, and recommendations for substantial changes in customary program/project management work operations in oral or written form.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the education requirement your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Program Life Cycle cost estimates and analysis for weapon systems.

Education
Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
