This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as an Operations Research Analyst in the Strategy Division of the Total Force and Corporate Operations Directorate (SEA 10) of NAVAL SEA SYSTEMS COMMAND (NAVSEA) with a duty location at Washington Navy Yard, District of Columbia.

Duties

You will collect reporting requirements, develop reports, dashboards, conduct operations research studies, and aggregate and synthesize data from authoritative systems into metrics and analytics. You will analyze NAVSEA workforce demographics, attrition trends, etc., through the development of sophisticated metrics. You will prepare briefings for senior leadership and perform extensive data validation. You will develop tools for workforce planning, and forecasts to facilitate recruitment, development, and retention of workforce excellence. You will provide in person and remote training to users and peers on developed features, capabilities, reports, dashboards, and metrics. You will document all requirements, development activities, tacit and implicit knowledge as a resource for users and the NAVSEA Total Force and Corporate Operations team. You will lead small teams of analysts and participate as a subject matter expert in cross-functional teams, as necessary, to complete large projects and present projects/briefs to leadership. You will coordinate efforts to initiate and provide application training and ensure updates to reports are appropriately communicated. You will support the Analytics and Modeling team in the execution of software development efforts through requirements gathering and project management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional operations research analyst implementing and executing analytical and modeling methodology to provide support for workforce operation research efforts and analytical products. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a bachelor's or higher degree in operations research.
-OR-
Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
