This is a public notice flyer to notify interested applicants of anticipated vacancies in the Naval Acquisition Development Program (NADP) with Naval Sea Systems Command. Duties

You will identify the appropriate quantitative technique (e.g., regression analysis, mathematical programming, parametric and non-parametric analysis, decision theory) to evaluate processes, operations and resource allocation. You will analyze results of mathematical models to identify actual cost data, cost analyses requirements, support methodologies, determine results or summarize findings. You will create analysis reports using sound mathematical reasoning and operations research methods. You will use fundamental concepts and techniques of operations research and applied mathematics to solve problems, identify trends, or improve programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Adapting analytical practices and techniques to specific situations and adjusting and relate data into technically sound results; 2) Using automated systems and computer programs to accomplish projects, designs, plans, and reports; and 3) Writing factual reports, correspondence, and documentation as well as demonstrating skill in oral communication. Note: This information must be clearly demonstrated in your resume to be considered for the position. GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with mathematical, statistical or scientific analysis of data in support of operations; 2) Assisting with analyzing data to develop solutions to problems; 3) Assisting in identifying the correct mathematical or statistical model to use for a project; and 4) Developing written reports that detail results of analyses performed. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-07:
Successfully completed one full year of graduate level education.

OR
Successfully completed a bachelor's degree with superior academic achievement.

Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail) Upper 1/3 ranking in graduating class (You must submit proof with your application) National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application).

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree
OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR

A combination of specialized experience at the GS-07 level and graduate education as described above that equates to one year of experience.
