This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with OAA US Army Headquarters Support Agency-Budget Branch located in Fort Belvoir-Fairfax, VA. You will serve as a budget analyst in the Budget Execution Branch. Duties

Review and/or revise activity operating programs, projects, and budget submissions. Provide advice and guidance to budget and program officials of field activities on the preparation of budget estimates, budget formulation, and presentation. Prepare budget estimates covering assigned organizations' management programs and all required schedules for unfinanced requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires a DoD Financial Management Level 2 certification

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: GS-09 - One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: 1) Apply policies, precedents pertaining to budget and finance matters; 2) Assist with analyzing and evaluating changes in program plans and/or funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). GS-11- One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: 1) Evaluating and/or analyzing program changes; 2) Utilize budget and/or finance practices, procedures, regulations, precedents, policies and guides. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-12- One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1) Analyze and/or evaluate changes in program plans and funding; 2) Analyze financial and budgetary relationships and develop recommendations for financial and budgetary actions; 3) Utilize knowledge of budget formulation and budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

GS-12 - Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-11 -
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Budget, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-09 - Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget, Finance or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
